Emergency Solutions Grant Program

The Emergency Solutions Grant (ESG) program, administered by California Department of Housing and Community Development (HCD) provides funding through street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance and HMIS to conduct the following:
  • engage homeless individuals and families living on the street;
  • improve the number and quality of emergency shelters for homeless individuals and families;
  • help operate these shelters; provide essential services to shelter residents;
  • rapidly re-house homeless individuals and families; and
  • prevent families and individuals from becoming homeless.

ESG project applications are solicited through the CoC via the Review and Ranking Policy process and recommended to HCD for final approval. Awarded applicants contract directly with HCD.

Through 2023, ESG Balance of State was split into two funding opportunities referred to as Balance of State: competitive and non-competitive. Competitive applications competed amongst 8 other CoCs in the regional competition, Non-Competitive applications were awarded so long as threshold requirements were met. In 2024, ESG was revised into a single competitive process; applications now run on three-year award cycles.
