Emergency Solutions Grant (ESG)

The ESG program provides funding to:
  1. Engage homeless individuals and families living on the street;
  2. Improve the number and quality of emergency shelters for homeless individuals and families;
  3. Help operate these shelters;
  4. Provide essential services to shelter residents;
  5. Rapidly re-house homeless individuals and families; and
  6. Prevent families and individuals from becoming homeless.

ESG funds may be used for five program components: street outreach, emergency shelter, homelessness prevention, rapid re-housing assistance, and HMIS. Applications are selected by the CoC and ultimately awarded through the Department of Housing and Community Development (HCD). 

Through 2023, ESG Balance of State was split into two funding opportunities referred to as Balance of State: competitive and non-competitive. Competitive applications competed amongst 8 other CoCs in the regional competition, Non-Competitive applications were awarded provided threshold requirements were met. In 2024, ESG was revised to no longer be split into competitive and non-competitive applications and run on three-year award cycles.
