Expired CoC Grants

The CoC has received allocations from several one-time grants beginning in 2018. While those grants are no longer available, award information is archived here.

Homeless Emergency Aid Program (HEAP)

HEAP was a $500 million 3-year block grant program released by California Homeless Coordinating and Financing Council in August 2018. The program was designed to provide direct assistance to cities, counties, and continuums of care to address the homelessness crisis throughout California. HEAP funding ended June 30, 2021.

Locally, $4.69 million was allocated and disbursed amongst 16 different projects following the CoC Review and Ranking Process. HEAP ended June 30, 2021.

California Emergency Solutions and Housing Program (CESH)

CESH was established to address homelessness through an allocation of funds to CoCs statewide. Administered by California Department of Housing and Community Development, $53 million was made available in August 2018 and an additional $29 million in March 2019. The program was designed to provide rental assistance, housing relocation, and stabilization services to individuals; operating support for emergency housing interventions; and systems support.

Locally, a total of $1.5 million was allocated to the CoC - $1 million through Round 1 and $500,000 through Round 2 - and disbursed amongst 4 different projects following the CoC Review and Ranking Process. Round 1 ended June 30, 2024; Round 2 ended June 30, 2025.

Emergency Solutions Grant - Coronavirus (ESG-CV)

Under the Coronavirus Aid, Relief, and Economic Stimulus Act (CARES), enacted March 2020, the California Department of Housing and Community Development (HCD) received $42 million in federal funding from the U.S. Department of Housing and Urban Development (HUD). Funds were allocated to CoCs to prevent, prepare for, and respond to coronavirus among individuals and families experiencing homelessness and support additional homeless assistance and homeless prevention activities to mitigate the impacts created by coronavirus.

Locally, a total of $6.7 million was allocated to the CoC - $1 million through Round 1 and $5.7 million through Round 2 - and disbursed amongst 4 different projects following the CoC Review and Ranking Process. Funding ended June 30, 2022.
