The Point-in-Time (PIT) is a count of sheltered and unsheltered people experiencing homelessness on a single night in January. HUD requires that Continuums of Care conduct an annual count of people experiencing homelessness who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered people experiencing homelessness every other year (odd numbered years). Each count is planned, coordinated, and carried out locally. Point in Time and Housing Inventory Count Reports
PIT reporting consists of four parts: 1) The Executive Summary, 2) The Housing Inventory Count Report, 3) The HUD PIT Report, and 4) Jurisdictional Reports.

PIT Executive Summary
The Executive Summary is a CoC initiated narrative overview of the PIT data, with the overarching goal of helping the community better understand the state of homelessness. These reports provide the data collected through the PIT survey, including both the HUD required data points as well as community-initiated data. The report also includes important details surrounding what was occurring in the community at that time. In addition to the Executive Summary, the CoC also prepares a Longitudinal study showing comparative PIT data from 2009 through 2023. The Longitudinal Study can be found here. |
Housing Inventory Count (HIC) Reports
The HIC is a point-in-time inventory of provider programs that provide beds and units dedicated to serve people experiencing homelessness (and, for permanent housing projects, where homeless at entry, per the HUD homeless definition), categorized by five Program Types: Emergency Shelter; Transitional Housing; Rapid Re-housing; Safe Haven; and Permanent Supportive Housing.
