The Continuum of Care Program is a national competition between geographic areas made available by the U.S. Department of Housing and Urban Development (HUD). The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, States, Indian Tribes or Tribally Designated Housing Entities, and local governments to quickly rehouse homeless individuals and families; promote access to mainstream programs and resources; and optimize self-sufficiency among homeless individuals and families.
CoC Program project applications are solicited through the CoC via a process outlined by HUD and adopted by the CoC Council each year. Awarded applicants contract directly with HUD.

2024 & 2025 Consolidated Application 2024 & 2025 Planning Grant Note: Congress initially approved two-year funding cycle awarding funds for 2024 and 2025. However, in July 2025, HUD announced that they would not honor the original commitment and would instead release a new Notice of Funding Opportunity (NOFO) in 2025. After releasing the new NOFO, a lawsuit mandated that HUD renew the original awards unless CoC's opted to reallocate funds. |
