​Homeless Emergency Aid Program (HEAP)

The California Homeless Coordinating and Financing Council (HCFC) is pleased to announce the launch of the Homeless Emergency Aid Program (HEAP). HEAP is a $500 million block grant program designed to provide direct assistance to cities and counties to address the homelessness crisis throughout California. HEAP is authorized by Senate Bill (SB) 850, which was signed into law by Governor Brown in June 2018

HEAP Funding applications due on January 8, 2019 by 5pm
Date Changes:

10/3 and 10/4 - Session 1 of TA

10/25 and 10/29 – Session 2 of TA

10/29 – 1:15pm for the first 45 minutes of the TA session we will review these requirements.  Starting at 2pm, the TA session will begin and we will be able to answer any of your questions.  Location – Chico – 2039 Forest Ave (Mandatory Meeting*)

10/30 – 9am in Chico – 2039 Forest Ave (Mandatory Meeting)

​10/31 – Entity Cover Letter Deadline

11/1 – In Oroville at 9am.  202 Mira Loma, Oroville in the Tahoe Room (Mandatory Meeting)

11/6 – Last Day to Submit Questions

11/7 - Information provided by HEAP Lead Entity Meeting
